How do I make my fog lights work on my 2001 Saab 95 Aero?

Just purchased a 74k 2001 Saab 95 Aero with no front/rear fogs, high beams that will flash to pass but won't stay on. All bulbs and fuses are good and I've swapped in and out both the orange Hella relay (under hood) and interior light switch and the behavior is the same. The 11:00 and 12:00 switch positions behave accordingly but the 1:00 (all on) position switches all lights off. What is my next step?
